Why do writers create fictional towns in modern writing like, "Gilmore Girls"?

To avoid controversy and to lower budget. Unless the location is essential to the show (ie. CSI and its spinoffs), there's no point in making it a real place. For example, a show set in NY would require an authentic look which could make the show expensive. A fake city would be easier to produce.
