The "Max lV ( Always on )" Code?

Ok as you can see there's nother code I'm having trouble with. This is suppose to give your pokes max stats while training...atleast I think it should...but I don't know how...do I still have to train against the specific pokemon (blessy for HP boost) or what? Pease help.
