Is it possible to paint over oil pastels with acrylic paint?

No and the reason is because oil pastels use an oil base and oil does not dry very fast ands acrylics dry very fast. This means that the top layer this being the acrylics have no base to adhere to and will make the painting unstable because the oil that is under neath it is not dry yet.
