You will need to have a database though, there are some other ones that don't require a database. Just do a search for "free discussion forum software" and you should get some good results that work for you. You can also work with joomla a href="http://www.joomla.com" rel="nofollow"http://www.joomla.com/a and install everything you want. There are even cool Joomla templates that are free. It is super easy to install as well.
