Do you have to have 4-H and rodeo expirence to be rodeo queen?

I know expirience probally helps. Ive had a horse all my life but i just havnt been active. I recently got much much more involved with riding. I was wondering if anyone out there was rodeo queen w/out this expirence...or what should i do?
